PENNSYLVANIA - Pittsburgh, one of PA's largest cities, falls within the borders of Allegheny County which is about to face a smoking ban proposal by Council President Rich Fitzgerald. While neighboring states have already enacted state-wide bans, PA has managed to steer clear of them. Now that is about to change if Rich has his way. His proposal will exempt only establishments which receive 85% or more of their gross revenue from the sale of tobacco products. In other words, only specialty shops would be able to allow smoking on its premises - restaurants & bars would not qualify for the exemption.
