In this article from the
Las Cruces Sun-News online, Navajo tribal president, Joe Shirley Jr. vetoed a smoking ban that would restrict smoking and chewing tobacco in public places. His reason for doing so was that it would negatively impact religious ceremonies, gambling revenue, and felt the measure didn't speak to concerns with regard to minors.
Shirley said in his veto message that the law "is unreasonably broad, unenforceable, provides no administrative appeal process, puts the nation at a competitive disadvantage and fails to address the real problem on the Navajo Nation of underage smoking."
