The Morning Call (Allentown, PA) reports on Kutztown University chancellor John Cavanaugh's decision to ban smoking on campus.
The new chancellor, who succeeded Judy Hample this summer, stirred up controversy last week and spurred protests when he went a few steps further than the Pennsylvania Clean Indoor Air Act requires by banning smoking everywhere on university property.
Several petitions are circulating among the 110,0000 students who attend universities within the State System of Higher Education, and the action has prompted at least one employees' union to file a complaint that the ban should have been negotiated through bargaining.
Much of the uproar has come from the way the ban was announced -- via e-mail Sept. 10, the evening before the state law forbidding smoking in most workplaces and public spaces went into effect.
