The Dallas City Council is steering ever closer to a vote on a strict new anti-smoking ordinance that would ban lighting up in bars and pool halls across the city.

Under proposed rules, Mr. Chandler would have to go outside to smoke. For the third time in recent weeks, an ad hoc council committee met Monday to hash out the new rules.
Already, the committee has voted for an ordinance that would make bars and pool halls smoke-free while permitting smoking on outdoor patios.
