James Bond may have a license to kill, but that exists only in a movie fantasyland. However, tobacco users may eventually need a license to smoke in the real world, or to at least buy tobacco products, according to a proposal supported by an antismoking organization known as ASH (Action on Smoking and Health). The initiative in the United States is modeled after a proposal in the U.K., which may soon require British smokers to complete a complex form and pay for an annual permit.
