HARRISBURG, PA - The debate over a proposed smoking ban for the city of Harrisburg will be put on hold, as City Council members admit it has already cost the city upwards of $25,000. Legal bills began to mount after the Fraternal Order of Police filed a grievance with the city over the proposed ban. With statewide legislation being pursued by PA Governor Ed Rendell, the idea is to put a citywide ban on hold through the summer with hopes of the Governor's proposal being approved.
