Citing individual rights and unnecessary over-regulation, Upper St. Clair commissioners on Monday shot down a proposal to ban smoking from township-owned parks and playgrounds in favor of establishing "tobacco free" zones that will discourage smokers from lighting up.
Resident Debbie Barbarita said she was "frustrated and disappointed" after lobbying commissioners for two months to enact a smoking ban after her five-year-old asthmatic grandson was exposed to cigarette smoke at two township playgrounds.
