CHEYENNE -- The House concluded its lengthy debate over a statewide smoke-free bill Tuesday with unusual antics from some lawmakers and a razor-thin vote that sent a watered-down version of the bill to the Senate.
Just before the final vote, Rep. Lori Millin, D-Cheyenne, a longtime supporter of smoke-free legislation, switched her allegiance and urged the House to kill the bill because it had "morphed into something that she can't support."
Millin then confused some House members by voting for the bill, a move she later attributed to a last-second change of heart.
