A ban on smoking during work hours for Federal Health Department employees has been criticised as excessive.
A memo issued by the department says employees will only be allowed to smoke at least 15 metres away from the workplace during meal breaks.
Civil liberties groups have questioned the department's ability to legally enforce the ban, which starts in February.
But Professor Simon Chapman, from the School of Public Health at Sydney University, says British studies show the average smoker spends over an hour on cigarette breaks each day.
