Why do some cigars have bands at the head and foot?

Yes. There are a couple of reasons:
1) Marketing/branding: Like the Perdomo Patriarch cigars shown in the photo, it allows the manufacturer to "say" more about that specific line of cigars. Plus, it makes the cigars look more attractive.
2) A band placed at the bottom also helps prevent the foot from becoming damaged or frayed when handled.
